Metropolitan areas are complex, dense and densely populated urban agglomerations. On the one hand, they represent a source of opportunities and exchanges, but they also reveal social fractures and discrimination. This reality requires the development of innovative public policies to meet the needs of the majority of the population.

The guide you are holding in your hands is the result of a 3-year cooperation work within the framework of the pilot project "Public Innovation Labs". It is a project promoted by Metropolis, within its "Pilot Projects" program, through which experts in urban and metropolitan policy are encouraged to experiment, exchange and build ideas together to improve the provision of public services and policies.

To innovate is to research, be inspired and adapt new ways of thinking and doing while re-examining approaches. It requires a process of reflection, development and experimentation. This is the purpose of innovation labs: to try to adapt and respond to contemporary and changing public challenges. These labs help develop new ways of designing, implementing and evaluating public policies that meet the needs of urban populations.
