This publication is the fifth of the series of Analytics Notes by the Emergency Governance Initiative. It follows Analytics Note #04 which is focused on multilevel governance emergency coordination.

The Analytics Note #05 seeks to explain the changes that local public services are doing and the shift of priorities in some areas due to the COVID-19 emergency. The data used in this study comes from Voluntary Local Reviews, a process in which local and regional governments undertake an assessment of their progress in the implementation of the SDGs.

The analysis gathered in this report is presented in three subjects: the prominence of different sectors across geographies before and after the coronavirus pandemic, the new essentials that the pandemic has brought to city management (new focuses and priorities of local governments), and how local public services are working towards the global agendas in the mid of the COVID-19 emergency.
