This publication is the fourth of the series of Analytics Notes by the Emergency Governance initiative. The data-focused Notes are published alongside Policy Briefs which present forward-looking propositions, reform agendas, governance innovations, and critical perspectives.
The number 04 of the Analytics Note focuses on the multilevel governance and emergency coordination of different national-level responses to the COVID-19 emergency. The analysis looks to assess the position of subnational governments within this pandemic response structure.
The research is separated into four subjects of study: the multilevel governance during complex emergencies, the influence of subnational governments and its roles during crises, the shifting power by the government sector, and the coordination procedures applied during the pandemic.
