This publication is the third in the series of Analytics Notes by the Emergency Governance Initiative (EGI). It follows Analytics Note #02 which is centred on the priorities and demands of cities and regions for international information exchange linked to emergency governance. Based on survey research, it was noted that the primary information gap was in relation to resources and finance. This study was developed to address this gap.

The Analytics Note #03 focuses on the impact of the pandemic on municipal finances, highlighting, for example, how governments distributed resources to fight the COVID-19 health crises. The information for this analysis is retrieved from surveys of finance departments of city and regional governments.

The sample studied here encompasses 33 territories from 22 countries across all continents, with stronger representation of cities and regions from Europe, Asia and Africa. The average population of these areas is 1.4 million, but the population ranges from fewer than 50,000 inhabitants up to 7.4 million citizens.
