This policy brief focuses on different types of emergency governance innovations and initiatives that have been developed by cities and city networks around the world with profiles of four specific cases: Cooperation and Collaboration across Key Stakeholders, Communication and Consultation, Coordination and Integration, Information Technology, and Data Management.

As the world moves from the early stages of responding to the COVID-19 pandemic into a new phase, it is time to identify emerging lessons from the various governance initiatives that city and regional governments introduced over the last six months. The scoping survey of the Emergency Governance Initiative included 57 cities in 35 countries.

This document is part of the Emergency Governance Initiative (EGI) led by Metropolis, United Cities and Local Governments (UCLG), and LSE Cities at the London School of Economics and Political Science. This initiative investigates the institutional dimensions of rapid and radical action in response to global emergencies.
