The educational integration work carried out by GAD M.I. Guayaquil Municipality focuses its attention on the issue of disabilities through the implementation of educational projects. One of its lines of action is non-discrimination oriented towards integration, within a framework of equality, freedom and solidarity.
The Municipality of Guayaquil has established the Directorate of Social Action and Education (DASE), one of its lines of action being non-discrimination oriented towards integration, within a framework of equality, freedom and solidarity. In addition, it has developed the Ten-Year Education Plan (2006 -2015), giving it the nature of state policy, guaranteeing quality education based on the principles of equality, inclusion, solidarity, endowed with an intercultural vision and a rights-based approach, strengthening citizenship and diversity. The project’s overarching goal is to promote and contribute to integrated human development by improving the quality of life of people with disabilities and their families. Precedence is given to the most socially and economically disadvantaged groups, combining the coordination of efforts, factors, stakeholders and social sectors, taking the rules, regulations and available resources into consideration, within a framework of equality, freedom and solidarity, fostering a more just and inclusive society. Four hundred people, among the visually and hearing impaired, are directly cared for in municipal special education institutions.
