Despite recent efforts to develop housing support, group of slums have persisted in Lisboa. In 1993, 5% of Lisbon resident families were still living in shacks and other precarious dwellings.
Due to the urgency of ending these people's social and physical segregation and the need to provide them with decent housing, the state and the Portuguese Government created a social housing building funding program. This enabled the Lisbon and Porto City Halls to establish a partnership with the Government for the creation social cost controlled dwellings. The Lisbon adhesion to the project took place in May 23, 1994.
